it was stressed more than one time if he hit bellamy he would die. if he hits him to soft it wont do shit and kings haki wont work bellamy isnt a fodder and his will is strong.

Law is durable, he's not gonna die, at least for now. Bellamy is having his own moment, which he needs to settle score with Luffy once and for all. Who knows when we'll ever get to see him again. Also, there's a reason why Oda stretches their fight before having Luffy vs Doffy in action.
Just because of this you label it as a lame chapter...

Hopefully never, he seemed like a throw-away character then and he feels like one still idk why people are so hyped on Bellamy right now, he wasn't even impressive in the tournament
Because of his determination and pride. I like Bellamy not because of his strength, but due to sympathy. His loyalty is unquestionable towards Doffy. Though he's proved to be wrong in the end for following the wrong man, he tries to solve his inner conflict as worthy and honourable as possible, by ending everything with Luffy.
He had once mocking Luffy about Sky Island --> Beat Luffy --> Luffy KO'd him with a single punch --> He goes to Sky Island himself and brings back the gold structure that SH has incidentally left behind --> Meet Luffy again and says never laugh at the boy anymore --> earn respect/trust from Luffy --> Luffy cheers on him during the battle --> He's hurt by everything; physically, mentally --> He's used by Doffy as a puppet --> He feels ashamed as he realised the bitter truth --> Shameful + Pride, he chooses to end it all by fighting Luffy
Definitely not a throw-away character.

The Bellamy hate is real Lol chill man and enjoy Oda's story telling. Of course Luffy wasn't gonna one shot Bellamy like he did before, That would of been too predictable. I can't believe that ppl actually thought it was gonna go down like that. If Luffy really wanted to then he would of done bellamy in already while Law and Dofly was fighting.

Because he doesn't want to kill Bellamy.
The guy is broken. He knows he's followed the wrong man, but has too much pride to stop his dream. Thus he's basically putting it all into one punch. Luffy is honestly respecting that wish by taking the shot.
Considering he's supposedly in one punch he dies... I can't see him holding much longer physically.
