Kind of a dumb oversight or minor detail..... but why couldn't Akatsuki simply just kill the collection office patrons and steal all the money they had there?

I mean these collection offices each have the potential to store dozens of bodies. Therefore, they must each hold enough cash on had to pay out at least half of that number worth in bounties. Otherwise they'd be left seriously unprepared. Clearly a duo like Hidan and Kakuzu are more than capable of killing the head examiner and anyone else present at the exchange point and taking everything they have.

I mean if Kakuzu is willing to make a side trip that lasts basically a whole day for 30 million ryu, then certainly it would be worth it to him to ransack the entire place. If money was such a concern of Akatsuki at that time, this must have certainly crossed their minds.

Not to mention, the level of enemy they would make for themselves would likely not be a factor as they are strong enough to kill anyone out for their heads and certainly the money from just one collection office would more than fund the organization for quite a long time.

Was it a simple oversight of Kishi to not notice such an obvious exploit?

Because the offices are a secret organization where they use technology to mold all genkai into something we can't imagine, stated by kishi himself.

Offices bother no one and we don't bother them.

True that. They also could have stolen from village/government banks, daimyo palaces, rich nobles, etc.

Honestly though I think Kakuzu was doing the bounties more as a hobby than a task to fund Akatsuki. They were already beyond their mercenary work and money gathering phase.

Another reason I can think of is that Kakuzu is one of very, very few who could turn such a highly ranked bounty. The place is prob full of a bunch of low ranked bounty kills and very few of the more dangerous, high paying ones.

Akatsuki didn't want to stand out that much and wanted to move in the shadows. Raiding a collection office would have created a storm bringing Akatsuki in the limelight to the Shinobi Villages.

It's best to just hand the bounty over, take the money and leave quietly.
