Why no Perverted Villains?

Because makin a villain a pervert goes into a darker place in the anime/manga. The perverted villain would essentially have no shame and most likely aim to capture o rape a heroine or hero at some point of the story. No one would like him/her and some fans would be deeply disturbed by this, if not out right insulted if they have or know someone who has gone through sexual harrassment in the past.
