Why no Perverted Villains?

Having been idle today i was watching anime(bleach,naruto,one-piece) and a thought striked, why are there no perverted villains in anime? or mangas? i havent read much of mangas but as the most popular ones namely dragonballz,naruto,onepiece have some good guys as perverts. i mean is this a trend in japanese literatures?

I know of villains with a flirtatious streak but,i do not recall any perverts per'say.

For good reason too,villains are motivated by specific driving outward force or their own selfish desires there too busy being cruel and evil.

Being a perv is usually showcased as comic relief and generally shows the person as mischievous and naive.

And villains are always cold and calculating which are more then usually traits seen in a character opposite of one who appears to be a perv
