Sasuke:
It's fairly obvious. Sasuke has some great ideas to change the Shinobi system. Getting rid of nations and limiting the power of the bijuu. Taking away the idea that each village is separate. The world does need a revolution, because the current system has led to many wars, genocide and near extinction of the ninja world.
But Sasuke can't be Hokage, because nobody acknowledges him. He has no popular support. He cannot do it alone or he'll end up too jaded and self-righteous like Madara. He needs Naruto there as the yin to his yang, to be the popular support and to keep a moral clarity about things.
Naruto:
This is less obvious. Naruto's idea to change the world is love, peace and friendship. People cooperate together and share their strong wishes with each other. Pretty much Naruto's got the typical shonen answer. Naruto believes humanity can work together to solve these problems. He is acknowledged by his peers due to his hard work and sacrifice.
But Naruto cannot be Hokage alone. Why? He lacks the intelligence. He lacks clarity of thought, and he doesn't have the grasp of world issues (politics, etc.) that Sasuke has. Naruto still has no answer for Pain's question. How would Naruto handle the other villages hunting the bijuu again? How would he prevent wars and limit the power of the villages? He needs Sasuke there as the yang to his yin.
This is why I think Kakashi will be the next Hokage, and in the movie it'll be decided Sasuke is to be a hokage from the shadows. I think Naruto will win their fight, but ultimately Naruto will need to compromise on the issue of the bijuu. They have to go somewhere that mankind isn't, so that they aren't constantly hunted for their power.
