Not really, this is Narutoverse's special trait. What this mnag awants to show is the difference between contradicting aims, it's not all about conquering the world, that's too cliche to begin with. Besides, it's not like Orochimaru does what he does only for power as you make it sound like. What he really wants to achieve the the acquisition of power is knowledge, knowledge that make him immortal in order for him to be able to surpass the fragility of human's nature.
Also what you say about geting power in order to achieve peace is the central message of the whole plot. Should peace be achieved by using force or with the mutual understanding. At the end of the day many people might not see this clearly but naruto as whole it's a deep phylosophical novel about human nature.
A villain who does whta he does only to achieve world domination and that alone, can't really be taken seriously. No matter how strong he is, he's an one dimensional character with no other trait other than his lust for power. Had it been like that in naruto as well, naruto would lose its whole meaning, it might have been entertaining but without any special messages to be conveyed.
Pesonally, one of the basic reasons I love naruto is because it helped see world in a complete different way and how things aren't always black and white but rather gray.
