You wanna know why? Back at Naruto 697, Sasuke called Indra's arrow his strongest technique he has now. Ironically Indra's arrow isn't technically his. He only created it after amassing the Bijuus chakra. Whilst, Naruto did not use his strongest attack, yet he equated Indra's arrow with his TBRs.

Sasuke could have gained another one or perfected the Indra's arrow. I mean he got a new ability to teleport to dimensions in Gaiden,he got a black/blue Chidori in Boruto the movie, why can't he have a new ultimate jutsu?
