Why naruto is still a genin

Naruto didn't teach rasengan to Konohamaru, he taught himself Naruto just showed him the 3 steps just like what Jiraiya did.

why is this thread so long? It dosn't matter that he isn't a higher level. He could at any time take the exam as a sub ach and kick all of the gennin out of the way, win that tournament, take the joinen exam kick all their butts and then take the kage exam and officially retire the 5th. But it just hasn't happened yet.
