ya. you think that they had time after he defieted PEIN (jiraya and kakashi failed to do) to make him chunin, or even jonin. peronally, i think he deserves special jonin rank.

A private who saves Let's say a master sergeant is a hero regardless of rank and that's how everyone sees naruto.

It realllly doesnt matter since he can beat most of the Kage at his current level, but he needs to prove in a fair mah if he is able to beat his opponent, and in his case he needs to beat them w/o the use of the Fox and what i dont understand is that you dont have to beat the chunnin exams to be considered a chunnin, if you display skill, and intelegence you can becoe one even if you lose. So, why didnt they make him a chunnin on that durin the first exam? Well, w/e he is Boss for now

On a serious note- for a Toad sage Naruto regular rank doesn't matter now. It won't be fair to others at this point if he appeared in chunin exams. Gara didn't pass it either.
