Yeah, there's only a few things known about Minato. And Minato could escape kisame's water sphere jutsu anyway.

I wouldn't say it has no effect. I'm pretty sure if Minato can hit Kisame in a suprise attack, Kisame won't absorb it and it will hurt him.

You have no proof that water can wash away his markings, but it won't make a difference anyway, since Minato has loads of them. For example, he could just teleport to Kushina who isn't even present at the battle.

Since you've got no proof about water washing the mark away, Minato can just teleport out of the water sphere.

Kisame, the tailess tailed beast is beast!!! The battle can go either way, if kisame uses the water prism before minato gets a chance to set his marked kunais then i'm afraid kisame wins. But in an actual fight minato could just teleport to kushina.

We saw against gai when he was 30% clone. We saw against gai again at the tutle island and similar against bee and A.
Anyway ftg would be hard to use because chances are those kunai's if spammed would be underwater because thats kisame's fighting style. He turns the whole field to water. Secondly due the environment being water he cannot mark the area. Minato's shunshin is inferior to gai in gates, but superior to base gai and this would cause kisame great problems.

Anyway minato doesnt need ftg to win this, his shunshin in base in enough to beat kisame therefore i say minato mid difficulty
