Before talking anything lets review the facts.
1.Jiraiya is a medium range fighter so he will keep distance+Jiraiya knows everything about Genjutsu. In fact he is one of the first ninja in the manga to describe details about genjutsu.
2.Itachi lost his eye sight in itachi vs sasuke fight. during that time itachi used following M.S tech
a. 1 tsukuyomi
b. 2 times amatersu
c. 2 times susanoo

so by above datas into consideration lets create a scenerio

Itachi first casts tsukuyomi on jiraiya. counter. Ma pa might reverse summon jiraiya into mount myoubiko or they must break the genjutsu by putting their own chakra or sage energy into jiraiya.

secondly lets say itachi is spamming amatersu. jiraiya can wrap his hair all around his body and let it burn . then he can cut his hair. or jiraiya can also reverse summon himself into toad land. or jiraiya can also use doton wall to cover himself up. Jiraiya can also hide himself inside the belly of his toad, just like sasuke did to protect him from dedidara suicide bomb. by this jiraiya will be safe. etc
worst thing about amatersu is that it doesn't follow its victim like a guided missile . so once amatersu hits something, it will stick to it and starts burning. So itachi will have to spam next amatersu blitz for next attack . and he can only spam twice.

Now for susanoo, jiraiya can break it with giant rashingan.
jiraiya can also drop gamabunta onto susanoo and crush it.
Ma pa sound genjutsu can disturb mental of itachi thus disrupting chakra stabilization of susanoo , ultimately disintigrating it.
Jiraiya can also make a swamp on the ground below of susanoo, thus trapping him.

Jiraiya can tank everything itachi delivers but itachi can't take a hit when he won't have susanoo after loosing his eyesight and low chakra. Itachi will be really vonurable. at that time even kakashi's hounds will tear apart itachi.

It seems like jiraiya won't even need to break sweat to defeat itachi.

Itachi needs to touch touch jiraiya to cast izanami + jiraiya don't have anydoubt about him life,personality. He is as pure as it could be.

3. Reverse summoning requires scroll it isn't instantaneous unlike Tsukuyomi. About second way, let's say they did it, but how many times are they going to do it? If you look in Itachi's eyes you are again in genjutsu.

tuskuyomi is a short range attack , while jiraiya is a mid-long range fighter. so it is a failed move to begin with.
the main reason jiraiya tought naruto about genjutsu is because jiraiya knows how dangerous uchihaa with sharingan genjutsu so he will be better prepared with clones+ surrounding itachi from all direction . and attacking itachi from 360 degree

Itachi can't even use tsukuyomi when he is inside susanoo . because otherwise it would make no sense itachi using susanoo+spaming amatersu+tsukuyomi+throwing magatama+ using totsuka all the same time.

a susanoo less itachi is a sitting duck ,proved by kabuto.

Even if tsukuyomi hits jiraiya , it won't break him like kakshi because Jiraiya is >>>> kakashi.

Jiraiya has the offensive capability to keep Itach on the defensive the whole fight. If Jiraiya can keep the fight fast paced and stay on the offensive, he would win. Tsukuyomei and Amaterasu both require build up time and Jiraiya can sink Susano'o with his underworld technique.

Itachi can't concentrate when he's being assaulted. He has ace in the holes yes, but Jiraiya can keep him on his heels the whole fight.

1) When did Kakashi EVER meet some1 with sharingan, beside Itachi. EVER, show me scan. He wasn't an uchiha thats why he got his brain boiled in 1sec. Not to mention kakshi is low on chakra + stamina, he told naruto that during his traning.

4) It takes TIME before it burns something, no matter what it is. Fire the longer it takes the more it burn. I showed you 2 scans with Madara & Samurai, able to escape it with no problem.
5)Susanoo again, can't be maintained for along time, beside that, the susanoo weak point is from the back, Danzo attacked sasuke from the back, and he almost break through it.
