yes itachi can use tsukoyami from the jump it takes the closing of the eye and reopening it that's a mere couple of seconds, summon 6 animal summons is different first he has to draw blood the place his had palm down that right there is more than 2 seconds and that's just for 1 summon and ma and pa takes minutes to summon and u have never seen anyone summon 6 summons at once especially who use blood to summon the only shinobi who can instantly summon is nagato he doesn't use any blood to summon and he still cant summon all however many of his at once so fail...#BODYBAG
yes tsukoyami affects itachi but 3 seconds of him using is enough to put u in a hospital for weeks as he did kakashi and he wasn't even trying to kill kakashi and tsukoyami is controlled by the user its his world to do whatever he could have up the intensity instead of stabbing kakashi he could have cut off his head...

amount of mental trauma a person suffer depends upon training of a person. You need a lot of mind consontration power to obtain a sage mode. The meaning of sage is the person who meditates. and person who meditates can control their mind more efficiently than others so effect of tsukuyomi is less severe to jiraiya than kakashi.
+ kid sasuke also ate tsukuyomi but still mange to run away instead of breaking down.
