He has the ability to screw with your mind. Itachi can hack into the feelings of any character without even using his mangekyo sharingan. This means he could hack into Madara's feelings and play with his head and make Madara his pawn.
Madara has shown the ability to manipulate, but not like Itachi has. Madara has to ruin someone's life before he can manipulate them and Itachi Uchiha can manipulate a person when their feelings are unaltered.

MS has been proven to be enough to controll bijuu if your strong enough.

Itachi didnt need outside sources such as, bijuu or hashirama dna to become strong and be fear.
