It is the husk of the husk of the juubi which is literally the definition of the gedo mazo... That being said if the shinju is the husk now why is the gedo mazo in obito?

The Shinju tree is the true form of the Juubi. Once the juubi reached full power It was able to unleash it's full form (shinju) without the need of the bijuu's as the flower already bloomed.
The Juubi now never had all of the 8 and 9 tails chakra, so it was never at full power.
It was stated that the juubi could still reach it's true potential even without the complete chakra of the 8 and 9 tails.
Not necessarily it's "full potential", it was just able to reawaken is all.

Since the juubi was able to spit out the Shinu Tree, It's final phase and still be able to cast Mugen Tsukuyomi, It's safe to say it was able to reach it's full potential.
So you're saying that if the Juubi were to absorb the Hachibi and Kyuubi completely it wouldn't be any stronger than it was when it only had a tiny fraction of their chakra?
The juubi through it's phases was able to recuperate the lost chakra needed from the 8 and 9 tails over time untill finally, reaching it's final form, It's true potential.
You cannot reach your final form unless you have the necessary requirements to do so.
Yes it did in fact reach it's final form, however, the final can still become stronger by getting the complete Hachibi and Kyuubi chakra.
And before you say if it can get stronger than it's not final, I'm referring to it's forms. The God Tree is it's final form, and there's no form past that, but that final form can still be enhanced by the remaing Bijuu chakra, without changing it's form at all.
