I'm not sure if a tailed beast requires some form of food or nourishment of any kind to survive, but if they do not I fail to see why this creature would do anything, "good" or "bad".
Lacking natural predators and the need for food/water etc, should negate any development of basic animal instincts for survival, combine that with a lack of feelings or ideals and you literally have a creature with no wants, needs or more importantly motivation.
Without any form of motivation or stimulus, it should in effect lack any sort of driving force. The ten tails should by all accounts just sit there and do nothing, because it wouldn't NEED to do anything or WANT to do anything for that matter, it should simply be.
