Oh one thing I know for sure. If the robber killed the middle aged hero out of self defense(unintended killing). He would be charged with (unintentional killing). Not a cold blooded pre meditated murder. So the law is not saying "you killed someone innocent"

It's simple really. Think of it as in real world. What would happen if you were to take your revenge openly, without any support on big politicians or country? You would end up treated like Pain\Nagato, Obito, Sasuke, etc. But if you were to take revenge from some criminal [ here a terrorist ] you will not be just supported by people but also be hailed as hero, if you succeed, like Team Asuma.

Sasuke was supported by Konoha, and would have been hailed as a hero if he were to return back to village after killing Itachi, no one was against him. But then he joins a criminal organisation and no one gives a shit about WHY? but HOW?
