You're speaking to the man who went toe-to-toe with Orochimaru with like 10% of his actual abilities. You're speaking of the man who went toe-to-toe with Pain, and not only figured out their abilities, but managed to get it to Konoha before his death. You're speaking of the man who taught our beloved Naruto the rasengan, and taught Naruto's father Minato. A man we all knew was capable of being Hokage, but was honorable enough to deny such a request.

Besides his hype, what does he really offer?

Sure Kishi built him up by taking on Pain and everything; but I don't think he really should have been able to.

His jutsu are mediocre; Most are dodged by moderately speedy characters.

Spiky Hair No Justu is a joke.

His real power comes in Sage Mode; too had it takes forever to activate.

Jiraiya isn't even top 20 imo. Tsunade and him are fighting for a 21st spot.

Jiraya is good, his downfall was a fight where he was totally blind, he figured out the way they worked which in turn helped konaha and Naruto. 7 against 1 still manage to put up an above average fight, hes underrated.

Wow I can't believe what I'm reading not top 20 really jariya is a beast.
He can tank any fire jutsu and Amaterasu with his fire sealing method chapter 148
He has one of the best genjutsu's in naruto
Summons frogs which have been shown to be the best summons in naruto
Has great Taijjtsu in sage mode he was able to kick out one of the pains eyes
Has good infiltration skills
He is smart
Plus his hair is a wepon

I have to admit Jiraiya is farely strong especially by the fact that he took on both Itachi and Kisame and would have killed them if they didnt barely escape using Amaterasu.

With that said I think that the Sannin, other than lord Orochimaru, got weaker with time much like Hanzo. Tsunade stopped honing her skills and practing and rather became obssessed with drinking and gambling. Jiraiya on the other hand took up going to strip clubs and drinking just about as much as Tsunade. Orochimaru was the only one to keep his skills up to par which explains why he was able to take both of the sannin on WITH NO ARMS and NO JUTSU. And even then he still almost won but was forced to retreat once Manda was defeated.

At there prime I believe Jiraiya and Tsunade would make there current selves look like jokes.

Jariya was at 10% of his chakra
Jariya traveled the world and spied on other nations and anyone who was a treat to the leaf.
No where does it say he went around getting drunk and going to strip clubs.
I'm sure he drank and went to spas but I doubt he just let his skills go.

Jiraiya has the highest databook rating of any ninja (tied with Itachi) at 35.5. And I'm not even sure if that is from after SM was introduced.

J-man is also THE most versatile ninja we have actually seen in the Narutoverse. He has Kage level tai and nin jutsu as well as the ability to escape most genjutsu; powerful AoE attacks; powerful single target attacks; defensive capabilities; stealth techniques; useful summons; sealing of various types; sensory abilities; and Crowd Control Jutsu. All of this WITHOUT using Sage Mode.

In Sage Mode he is even stronger and faster; has the best sensory ability in the manga; Genjutsu on par with Tsukuyomi except multi-target; has a jutsu strong enough to take down a summon; He has enhanced endurance; and the advantage of having two backup characters to help him out in whatever way he needs.
