1- he made Itachi & Kisame run as rats. (they admitted he's stronger than both of them at the same time)
2- he fought Pain and even pain said of it were not for his secrets he wouldn't have won.
3- he is the teacher for some of the most powerful characters.
people are underestimated him just because they love Itachi. Lol
even though Itachi is not on the same level as Jirayia.
he's top 10 in my book.

We cannot considered the match between Jman and Nagato as the fair match, but to put it in this context saying his strength, jman endured the test until the very end, and clearly having not much intel of nagato's ability. It as simple as someone fights with Hidan without having knowledge that Hidan could killed them remotely using just their blood.

Jiraiya had huge disadvantage in that fight but Pein had a big advantage in that fight.
He fought his Student, who had ALOT of info on him while Jiraiya had absolutely no idea what he was fighting yet was able to take down 3 paths, one of them twice. Who knows what would've happened if knew there were 6 paths from the beginning? He was ambushed at the end unexpectedly and lost an arm.
