Why Is Jiraiya Considered So Powerful?

Sure Kishi built him up by taking on Pain and everything; but I don't think he really should have been able to.

His jutsu are mediocre; Most are dodged by moderately speedy characters.

Spiky Hair No Justu is a joke.

His real power comes in Sage Mode; too had it takes forever to activate.

Jiraiya isn't even top 20 imo. Tsunade and him are fighting for a 21st spot.

He had no intel on Pain/Nagato and still managed to beat half of them, figuring out their abilities as he went along. Naruto couldn't win without Kurama's help, and he had full intel and a perfect Toad Sage Mode. Even a KCM Naruto and Bee couldn't hold off Edo Nagato... Jiraiya should not be underestimated, along with the other Sannins.

He is top twenty no doubt, i really dont know what is your problem, everything he did actually made sense, and he could have escaped but because of his values as a shinobi he died.

Expected in sealing jutsu, his intelligence, he has wide scale jutsu along with his summonings, base mode is powerful with moves like turning people into toads, trapping opponents in frog's stomach, Swamp of the underworld (highly underrated technique). I agree that he's fighting for top 20 but J-man puts up a good fight against any character. He's pretty underrated

Whether or not he is top 20 he is a powerful ninja. The most overrating comes from people putting him on the level of Itachi, based on one outdated quote Itachi made, which is questioned if Itachi was even speaking about him.

Oh just stop. Even the all powerful Itachi shook in his boots at the sight of Jiraiya. His jutsu are not mediocre either. You're speaking to the man who went toe-to-toe with Orochimaru with like 10% of his actual abilities. You're speaking of the man who went toe-to-toe with Pain, and not only figured out their abilities, but managed to get it to Konoha before his death. You're speaking of the man who taught our beloved Naruto the rasengan, and taught Naruto's father Minato. A man we all knew was capable of being Hokage, but was honorable enough to deny such a request.

between his summons, sage mode, and one of the most OP sound genjutsu, I think he's pretty OP, his barrier jutsu also makes him a pretty good sensor in base mode, so he could easily bide his time and make it to sage mode in most fights

first of where was he hyped he was hyped on like 2-3 maybe 4 occasions and it was short mild hype... and he far surpassed his hype. he faught 1 enemy properly that we saw and it was with no knowledge, you also forget he is around 55 years old, he isnt orochimaru getting a new body every 3 years it makes a differance. his jutsu are versatile he has knowledge in sealing posses sage mode toad summons all these are basics list goes, he is easily top 20.

Both of them are easily in top 20. Jiraiya ~18 or 19, Tsunade ~19 or 20.

Unknown to the world his last name is Senju. Last time I say this comparing persons doesn't work in the Narutoverse. You have to compare achievements. A dumb ninja might be powerful but if he chooses to fight another more powerful then he is and loses that just makes him a dumb ninja. Jiraiya is responsible for Naruto, The 4th, (indirectly) Obito, Nagato and Kakashi. His achievements are top ten only seconded by Itachi. Most achieved Ninja - Itachi, Jiraiya, The First, The Fourth. Solid top 4.
