Why is Jiraiya considered a high ranking shinobi?

In that case i was thinking the same thing. Lets put him a little higher than that.

In all fairness, he's not stronger than Pain. He was offered the position of Hokage and I think that's where it ends. The guy never had any haxxed attributes such as Bijuu or Sharingan, so he basically created his own power, and we all know how this has a limit in the NV...

Exactly and thats a huge flaw ..not to mention outdoors its easy to avoid the sound waves..people don't notice because it has only been used in a place with a lot of pipes that amplified the sound U_U

As I said it has it's flaws but that doesnt take away it's OP'ness. It being inside hardly makes a different, we already saw how tayuaya's sound genjutsu spread in a wide angle outside against shikamaru[

]. A sound genjutsu is any less effective outside than it would be inside a locked area like the Pipes that jiraiya fought pain in. While I admit the closed off area helps the sound genjutsu amplify more, regardless it being outside doesnt make it any less stronger. Not too mention Ma and Pa were about to use against the 6pop again when they attacked the village[

Even in base, the guy looked like he had an answer to most problems. During his invasion of Amegakure alone, he dealt with a variety of issues. He can travel in the smallest toads and hide in peoples' shadows, proving he's a master of stealth (probably had lots of experience from collecting research). He DID manage to not only defeat a path, but escape with 1 arm while all 6 paths were present before. This was in Sage Mode, but the idea still stands. Your opponent is invisible? Use a detection barrier. Konan "immune" to physical damage? Literally pull out her greatest weakness. SM Jiraiya's on a new level because he only adds more to his long list of jutsu, and they all can be hazardous. In most cases he doesn't even need Frog Song, he just took that route because ninjutsu and taijutsu were apparently being countered.

Meh his fighting style seems to strive off having a variety and lost list of jutsu. These characters benefit the most from having more panel time.

Itachi admitted that him and Kisame would lose against him even with reinforcements. Nagato admitted that if Jiraiya had prior knowledge of the inner working of the 6 Paths then he would have won. Also SM with Ma and Pa is very dangerous to deal with. Don't forget his OP summons!
