Why is Jiraiya considered a high ranking shinobi?

I've always considered him to be a powerful shinobi because of his summoning jutsu. SM is a boost but it's not THAT boosting, but his summoning separates him from the pack.

Does SM propel him into the higher tier ninja?​

Meh his sm is mainly dangerous due to him being able to use frog song with Ma & Pa which is a one shot genjutsu but it also has it's flaws. Anyways he is a high ranking shinobi one move particular which is extremely OP that he has displayed is to be able to turn people into a frog by simply putting his hand on their forehead.

Yes it does. Most people don't realize just how much of a boost the Sage Mode grants people. Having the strength to throw around giant rocks and being fast enough to take on the Third Raikage while also granting him two immensely useful allies in Shima and Fukasaku is the reason most people consider Jiraiya to be one of the best. Without the Sage Mode, he's already a highly versatile shinobi in almost every aspect aside from Genjutsu and Intelligence, both of which are boosted when Shima and Fukasaku join him, since they make up for the aspects Jiraiya himself is lacking in.

So to summarize, Jiraiya is indeed a shinobi to be feared, especially when he's in the Sage Mode.

He basically overwhelms his opponents with toad summons, and has these haxxed techniques ( Swamp of the Underworld, Toad Mouth Bind ) until he can enter Sage Mode which allows him to overwhelm even a Rinnegan user. Which puts him on a level comparable to Itachi.

Nagato did admit that, if Jiraiya had prior knowledge to the workings of his Six Paths of Pain, that Nagato would have lost the fight. And to be fair, Nagato did have some background knowledge of Jiraiya, and how he fights due to the childhood he spent being raised by Jiraiya.

To be fair it is OP..

The only flaw of frog song is that is leaves the user vulnerable and it takes quite a while to prep and finish activating.

I think he should be considered high ranking. He had various wide scale jutsus (Swamp world, Oil fire jutsu, hair jutsu) and he gets a boost with SM and he gets better reflexes. In SM, he's got strong taijutsu that took out Preta's sight in one hit. He's got so many jutsus that if he starts out in SM, he's put up a tough fight against many top tier shinobi. Sadly, we've progressed in the manga to the point shinobi have been surpassing him so he doesn't have all the OP shit that other characters do.

Sage Mode is the result of using natural energy along with a shinobi's normal chakra to drastically empower all of their abilities.

• The user's ninjutsu, genjutsu, and taijutsu become more powerful.
• The user can harness the natural energy surrounding them, turning it into an extension of their body, which increases the reach of their attacks.

Exactly and thats a huge flaw ..not to mention outdoors its easy to avoid the sound waves..people don't notice because it has only been used in a place with alot of pipes that amplified the sound U_U
