Why is Itachi always compared to the Top Tiers?

We wouldn't know for sure until we try. Itachi is very smart, analytical, and knows how to use his abilities to the fullest amount. If he can't beat them. he would certainly do his best to make sure he doesn't go down without a fight.

Remember when itachi fought kabuto he was protecting sasuke also, if anything he was fighting with one arm behind his back as he was looking out for himself and sasuke. He bested edo tensei kabuto. You all seem to underestimate orochimaru, he wasnt even killed by sasuke, his cells were struggling to take over kabuto's body also. He knew the most about akasuki. watch out, he will have a say in this ninja war and you will place him amongst top 3 IMO, Madara, Hashirama then HIM!!!!! remember virtually thru naruto he had been fighting without jutsu, and he was toying with hizuren thats why the fight became that difficult.
Itachi's main power lies in his MS, he may have poor stamina but he is skilled and smart. He is easily defeated Yashiro, Tekka and Inabi just before the massacre and even on the brink of death managed to fight on par with Sasuke despite the extensive training he had with Orochimaru, it really is his poor stamina that let's him down.
Itachi is pretty strong, i definitely think hes stronger than Kabuto... seeing as he DID defeat him... and he only really lost to Sasuke because of known reasons, but i wouldn't put him out for count, especially with his new eye technique he used on Kabuto.. (but hes gone now anyway)
