No. Itachi said himself he has limits, and all the ninja I posted are above that limit in a 1 on 1 battle.

I don't really see how you fans can compare Itachi to the all-time greats. He just does not have enough power. In my opinion the Top Tier characters are:

• Nagato
• Tobi
• Naruto
• Hiruzen Prime
• Madara
• Hashirama
• Minato(borderline)
• Kabuto(without edo borderline)

Itachi just cannot defeat any of the characters listed above. Also Itachi never defeated any character of significance without a decent amount of help, along with his poor stamina I don't really see how he can make top tier.

Minato? I don't doubt his power, but I certainly doubt his heritage, where do you get that he is a descendent of the sage?

You have no proof of this I'm sure.....ok so he kinda looks like the second Hokage and he has similar abilities to him (ST and tracking jutsu), but still....no solid proof.

I agree, Itachi is top tier and top 10 material. There are hardly any that can beat him 1 vs 1, fully healthy with intent to kill. If you have a sword that seals anything it pierces and unbreakable genjutsu then you are top 10.

I think characters CAN be classified at a certain tier but they CAN'T truly be specifically ranked side-by-side on who's better than who in one list. People have so many different strengths and weaknesses.

For example, Character "A" might be of disadvantage in a matchup against B. B might be weak against C. But C might be weak against A. Like Rock, Paper, Scissors to put into simple terms.
A < B
B < C
C < A

Just like in art, there are greats but there is no greatest. But Yeah, I do believe Itachi is amongst the top tier.
