Oh they'll be complaining; to friends and family. Complaining to the people/company about bad service is very rare in Japan; the social culture encourages people to avoid creating upset or tension.
Why is it that western fans and media complain about filler but...

Because we don't purchase the manga volumes nor do we help the anime out by watching it. Watching it on the internet is as good as stealing it and reading it on the internet is even worse. So of course we want more free stuff since we've become so used to it and we don't have any patience. But in Japan they get the episodes and manga volumes earlier and they usually buy them.

This filler with Sasuke as a police man now leaving the village again is actually not bad. However in general, I'd just do other things than watch the Anime. Pretty sure everyone is able to complain west or not west.
I am saying that there must be some buyers out there for them to continue. Animation industry there acts more like a cottage industry from what I read and many series don't get a next season if they cannot sell DVDs first time around. Whether they complain about spin off material or keep watching it like so many spin off comic series, there must be enough market for the producers to work on it.
As if quality of OP anime that much better form critical POV. It's all about sales. Animes don't make money unless people buy DVDs. Artist can't keep drawing without food.
