By choice. Ranks don't matter in determining ones overall power.
She's fully capable of learning other skills if she wants to, that and she is severely nerfed.

Nice fanfic they matter for everybody they point to talent, ability and level save Naruto (Hokage) and Sasuke (nukenin). She's not retired she's just not worthy of a higher rank and I'm sure she could learn other skills as can others. It'll just take her much longer that's all.

Funny considering there have been times when those in lower ranks were >>> than some that possessed higher ranks.

Basically you're saying that a Chunin will always be > than a Genin and that a Chunin will always be > than a Jonin and so on and so forth.

The manga has proved this notion wrong multiple times.

You can achieve the rank of Jonin if pursued and based on certain aspects. That's a fact, not an opinion like yours.
