Because Ulquiorra had the Second Release thingy (I forget what it's called), and I think he was the only Arrancar to have that. But I agree, Starrk >>>

Stark is still #1. Half the time he wasn't even fighting seriously just like Koryaku. Either of them could take out Uliquorra's 2nd form with mid to high difficulty.
We didn't see Koryaku's Bankai, and we didn't get a chance to really see Stark really push his limits. for all we know he could have had a 2nd form or something akin to it himself but he is a reluctant warrior and wouldn't really ever show it.
Too bad. I really liked Stark too.

I agree. I'd say Uliquorra's V2 puts him over Halibel just barely but once he gets to Barrigan and Stark it's all over for him.

Databook said that Espadas ranks are based on their abilities. Which put Ulq's 1st release at 5th place. We don't know how much times does 2nd etapa increase someone's power. Tho, we know that Ulq didn't really mastered his 2nd etapa.
I think Kubo intented to make Ulq strongest with giving him 2nd etapa and in some interview he said that Ulq was first espada he created. But, feats, hype and portrayal don't really agree with that. For me personally Ulq is just stronger than Tier and still inferior to Yammy, Starrk, Barragan.

It isn't. I believe that Starrk is superior to Ulquiorra. But Ulquiorra is stronger than Tier Harribel in my eyes. Despite her status as a Vasto Lorde, Ulquiorra can take her easily if he taps into his Segunda Etapa Resurreccion. Ulquiorra deserves the status as the Tres Espada more than Tier.

It's true that Tier was VL, but it was never said that Ulq is not one.
In some interview/databook Kubo said that mostly of Espadas were VL, which mean that at least 6 of them were VL.
