A are not all the Raikage names. Its a title they are given but I'm fairly certain they keep their legit birth names too, Kishi failed to mention them in the DB, among other things.

Kishi made him Raikage because he was Ays right hand man. Just like all the right hand men of the first generation of Kage became the Kages of the second generation. Kishi likes to parallel things like that.

Obviously, the answer to this question is highly subjective, and I don't believe there is a single right answer.
