No your dumb the sand village is alot weaker, the sand had no choice but to appoint a inexperienced teenager as kage
The leaf had potential kage level candidates so they don't need to appoint a inexperienced kage level Shinobi as hokage

Yeah it doesn't make any sense, especially not when the Kage is supposed to be the strongest in the village. If anything, Naruto should have been made Kage after the Pain attack and when Tsunade was in the coma, if only temporary.
