Why hasn't Tobi used any power of Rinnengan?

So it's confirmed that Tobi only use 1 jutsu s/t ninjutsu of his or(obito's) saringan.
but why the hell isn't he using any power of Rinnengan.
I mean can he not fully use Rinnengan paths!
He is in disadvantage battling, 9-tails, 8-tails, kakashi & gai.
He could have atleast used Deva path to repel attacks.
Thoughts??

Actually he did when naruto and killer b fought the six paths of pain but actually using jinchuriki. Idk if you would count that but that is a rinnegan only technique

I'm as confused as everyone else. He clearly has shown he can use the Outer Path, furthermore he was more than willing to use the Human Realm on Yamato.

Maybe its the plot dumbing him down so Naruto and co have a chance to beat him?
