Wait a sec.... you're assuming Ashura's first reincarnation was Hashirama? Wasn't the sage's time close a thousand years before the current timeline?

There were obviously reincarnations of Ashura that came before Hashirama. So if your theory is correct, it would be made more obvious if you consider how many changes in reincarnation could have occurred between Ashura and Hashirama.

Hashirama died due to the fight with Madara soon after due to his deep wounds.

Sasuke still should have been punished according to what you are saying since madara who was indra's reincarnation before sasuke not only went against indra's philosophy but completely violated the yin-yang cycle.

Not really Madara in fact altered it. Through his actions he created a way for the cycle to be broken... There are only 3 ways to real peace. Friendship, Understanding, and a common enemy.. Which leads to friendship and understanding The brothers would never come to an understanding.

The Older brother(Indra) wants the throne. To lead his own way to real peace with power, hes always assumed he would eventually get his birth right. While the younger(Ashura) wants to just find his way to peace along with his friends. To prove himself that he can be just as good as his older brother. The people and their father want the younger as the leader. Thus making the older brother jealous, "how could a no good weakling who i was always better than since birth get the throne i so rightly deserve" He thought most likely, so he called him out and their ideals clashed. Repeating over and over. Until something changed.

When the older brother(Madara) found out that he could combine his powers with the youngers (Hashirama), as the instructions(uchiha stone tablet) left by Indra. He was able to influence others to have him transcende life times all for more power and make his way to the current incarnations timeline.

Now that Naruto and sasuke the current incarnations have their friendship and understanding. For now they are able to put their differences aside and work together against a common enemy because thats where there ideals are the same, The end goal is the same, peace, they just had different ways of going about it. But after all thats what was originally intended for the first incarnations. Together the brothers created a village a new way for peace, but they weren't able to work together. Now the 2 brothers are protecting the village they built and the world by working together. To preserve peace. The cycle has ended.

1) It is very likely there were some/many reincarnations between Ashura and Hashirama.
2) Naruto was born with some power. Part of the Uzumaki clan, so tons of chakra. Then the power of the Kyuubi, which admittedly should be viewed as more of a curse, but not in terms of power. So Naruto had potential from the beginning, even if not as much as Hashirama.
