All kkgs don't work on a herditary level.... Some aren't passed down through children..... For some individuals they are just special, and thus unlock a kkg...

The next problem in your Op, is that you seem to be under the assumption that temari and kankuru are blood related to Gaara... And we can't rule out gaara for having the kkg just yet..

A kkg is normally a combination of two elements... Gaara most likely only has wind thus far.. We don't know if in the future he will unlock the kkg of the former kazekage..

For gaara's birth, They were no where near to be seen, as well as gaara's childhood.. He complained about having noone to play with etc.. Once again in not a flashback they were seen...This further supports that..
