Why Don't People Get It?

Sasuke executing the Kages is nothing personal. He doesn't want to kill them because he himself wants to. He wants to kill them because they represent a system which he views to be miserable and corrupt. That's it.

Sasuke is an extremist. You don't have to agree with him, but you should know why he's doing this.

Everyone seems to get it. It's just that Sasuke is meant to be a smart kid, maybe not like Itachi, but has the potential to be like him. That being said, he is far to rash when it comes to this. Killing them won't even start to solve the problems that need to be fixed. Killing them will cause all the countries to revolt and hate him to the point that they will probably try to kill him. Thus keeping all the hate and close-mindedness that they JUST practically died for to stop.

A blend of both his and Naruto's ideals and goals is as close to a perfect system as you can get.

So Sasuke is all about changing the world, but he's unwilling to kill to do it? That's not a revolution, that's asking politely to please change the world.
And besides, they're not going to step down.
