As far as I know, every Jinchuuriki always has problems with controlling a tailed beast. Obito spoke two chapters and as we've seen so far, the Juubi doesn't have a conscience, showing that there's still hints of Obito in there. Minato also stated that he isn't used to the Juubi yet so he has some form of control.

It's his power. People just don't like it probably because juubito is stronger than their favourite character. Juubi may have a conciousness cause it got angry at naruto when the rikudou was shown behind him.
