Why doesn't Kakashi use Rasengan more?

Because Raikiri is stronger and has an element unlike his Rasengan.

A good rasengan = Chidori (even though it has an element )

OT: Because he doesn't have enough chakra to cause damage. He needs to make his attack more powerful. His chakra adds to the sting of his attack
