Pure water, i.e. distilled water, doesn't conduct electricity but the everyday water like the stuff coming out of your tap, rain or what makes up seas and oceans does because of impurities like salt, calcium etc. They conduct electricity because essentially, they are charged.

That's basically what I am saying in the OP. This makes it justifiable that pre-conceived water should be able to conduct electricity in Naruto. But pure water conjured from raw chakra, I don't think so.

Coming from the fact that elements crafted from raw chakra are not created with any form of impurities, unless it's a technique that specifically gives the element an impurity. Like a poison water technique or something. Other than that, when a basic element is created with raw chakra, the element is in it's purest form.
You're missing the point. Mei isn't manipulating any form of pre-existing water. Pre-existing water is more likely to have minerals inside of it that help the water conduct electricity. But water made from raw chakra has no impurities like salt or other minerals that create ions for electricity to conduct. It's completely impossible for Ay's electricity to be able to conduct through her created water.
We don't know what kind of water the chakra kneading imitates. Ninjutsu is an imitation of Nature, apparently. Or it could just be a cyclic thing. It isn't about water being produced realistically at all. But how it works, somewhat, realistically. For instances, when it comes into contact with Katon attacks, it puts them out.

When salts are dissolved in water, they separate into different electrically charged atoms called ions. Salt breaks up into positive Na ions and negative Cl ions.
If you place a battery with a negative pole and a positive pole into water, the negative ions will be attracted to the positive pole and the positive ions will be attracted to the negative pole thus creating a closed circuit.
Even if Water self-ionizes, does it do so in away that makes it compatible with electric conductivity? Besides, you said it yourself, weakly. And i'll bet the process of self-ionization occurs slowly, or not instantaneously. Pure Water just being created should not be liable to conduct electricity immediately after its production.

Pure water ionize even at standard room temperature and pressure. Let's say it isn't conductive enough. Then consider this:
Every time suiton is shown to be conductive it is used together with raiton. Raiton, as we all know, is visible lightning generated from chakra.
Visible lightning necessarily involves ions as light is emitted when they collide or combine with electrons. Ergo raiton+suiton contains ions, most probably enough to make it conductive. Suiton serves as a medium for these energetic ions.
