The Tsuna is a type of rope. The word Yokozuna means horizontal rope because the Yokozuna wears it during special ceremonies. Thats why Orochimaru wears, it because he's into sacrifices, ceremonies, and rituals. Sasuke wears it because he was Orochimaru's pupil.

It's a priest robe. Historically worn by Monks. Sasuke's outfit is a mix between a Hakama and a Kimono. It's actually the coolest outfit - along with the Hidden Sound garb - in the entire manga, as it actually reflects Japanese aesthetics.

Naruto's orange prison jumpsuit on the other hand ... he just is the soap dropping type in prison.
