hes eye can do whateva the normal two can(and even more), so theres no difference. probably kishi didnt want to remove hes 2 sharingans completely as thats a trademark hence he gave him a rinnegan that functions like a pair while at the same time allowing him keep hes sharingan abilities. not to mention no evidence of tomoed rinnegan coming as a pair. eyes with such features have shown to appear as one as seen with kaguyas ad the juubis eye.
