This right here. The Rinnegan Sasuke has is like the 3rd eye one that Kaguya and Madara had. Since it was passed down by Hagoromo. If Sasuke got a hold of Naruto's DNA (Ashura chakra) He probably would have awakened the double rinnegan instead

Sasuke = Indra(Yin) + Ashura(Yang) + Hagoromo(Yin)

He has an overload of yin power, implementing his Sharingan(Yin) into his Rinnegan. Then there's the fact that tomoe'd eyes with concentric circles only come in pairs of one(therefore, it's not really a pair).
