He is talking about all music....At least I think he is XD
But this goes across the board of all genres not just rap. But it's a generational thing.
My parents think the music of the 90s early 2000's is all garbage and we don't know what good music is. Their parents said the same thing about their music, and we will say the same thing about out kids music and so on.
There are a few good ones out there from every genre, but the reason it seems like crap is because the music of today (OP) is not speaking to your generation but a younger one.

I honestly don't believe music is starting to "suck" more, it's just that you're seeing it as being crappier.
Nowadays no matter which song, or music you visit you'll see it littered with comments about how "Horrible, bad vocals, and shitty" it is, no matter how good it actually is.
