This dude is OLD! how many old people were in this war just destroying everything? A few.
So old in fact that he got stuck in Hashis branches and couldn't do anything. Yet he manages to own them in the end. Well with the help of the Demon Seal of course. But thats because he wants to go out big like Minato did.
Tsunade doesnt count since she uses her jutsu to make her young.
Madara, tobirama, Minato, and Hashirama are all in their prime (though not 100%) but so was Hiruzen.
Hiruzen has the greatest disadvantage/gap of power between all the legendaries and yet he kept up.
Most people would argue, oh but he only plays support.he doesn't just play support, he owns it and every role he gets.
He doesnt go after the big guys just yet because he needs to protect the people first, because he knows that those "big guys" can wait.
Now to answer your question about his prime, its all hype.
Why is it hype? Because Hiruzen in action in his prime will never be shown because it would steal the spotlight from everybody. The Hiruzen wankers will own this site and nobody wants that. The series focuses on team 7 not Prime Sarutobi.
However, even though. Its all hype, it is real.
Common logic dictates that if youre not in your prime, and youe not 100% in that old state, and you can keep up, what will happen if youre on your prime?

I'm assuming his fan base got started due to him facing an edo tensai Hashirama and Tobirama along with Orchimaru at the same time. While it is most certainly a fact that Hiruzen would have won had it not been for old age, ( I believe it was stated) imo I could be wrong but I think many people forget that orochimaru himself said that the former hokages were only resurrected with 30% or something power, while the hokages currently were resurrected with far more. Not that it matters because an edo can never fight at 100% full strength even if it's summoner wanted him too. I'm not trying to downplay Hiruzen's feats or anything but it's probably an ongoing joke.
