[Discussion] Why does Hagoromo call the nine tomoe eye sharingan while Madara calls it Rinnegan?

Could it indicate that Rinnegan and Sharingan essentially are the same thing since Rinnegan evolves from Sharingan?

Perhaps any rinnegan is a sharingan and not vice versa? But I don't think so. If you read carefully,Hagaromo said that Kaguya had the POWER of the sharingan-not the sharingan itself. It's possible that the new eye is a rinnegan with sharingan abilities as well.

The REAL question is if they recieved hagaromo's power and Hagaromo had the normal rinnegan not juubis eye. Does this suggest he had this eye as a NEXT evolutiom AFTER normal rinnegan?

The Rinnegan was something originally only Hagoromo possessed. He said Ashura +Indra = HIS chakra which = Rinnegan.
Kaguya literally has the juubi's eye. It's that simple.No matter what you call it. Sharingan and Rinnegan are variants of it.
