Actually it's probably because Obito just has the smallest fanbase of the top ~6. Naruto/Sasuke have vastly superior fanbases for obvious reasons, Madara's is bigger because of how much hype he got throughout the story, Kaguya (if she counts) is a goddess, Hashirama has been hyped for a long time too, and Nagato is actually kind of in the same boat as Obito, but even he was hyped up for a long time because of the Rinnegan. So yeah...
