I am sorry my friend but Minato is the strongest ninja that konoha has ever produced...and these are not my words, it was stated in THE MANGA.

This means that he was stronger than ALL the hokages, Itachi (though I ADORE ITACHI) and many many other famous ninjas.

but in spite of this fact, no one was feared so much from lief village by ninjas of other villages than Minato. if you re-read kakashi gaiden, you will come across one moment, when one ninja is saying to another : if you see a konoha ninja with blond hear and a cape - RUN.

He killed 100 ninjas alone (also in kakashi gaiden).

so he is not underastimated. he truly was the best

welcome to the club my friend we of those who love minato. Still i wouldn't say he is underrated on this site he is simply hated... people just don't like him for some reason.
