Mei is definitely not weak. She is a Kage after all, she's the strongest person in Kirigakure.
But I don't think she can beat Tsunade, and I don't think she can melt a complete Susano'o. Sasuke's Susano'o was at its weakest stage when he was fighting the 4 Kage at the Summit. But yeah, Vapor Style is still nothing to be messed with.

I agree If someone inhales vapour style fumes he will burn from inside and if someone stops breathing and yet has exposed skin he will melt. That wld even give sasuke in full susano a problem as sooner or later he will have to breathe air which will be full of acid. She was ineffective against Madara as he was an edo and all the melting and burning wld be easily regenerated but against a living person she can be epic. Ever wondered why Zetsu interfered at that moment?

Show how lightning will pass through lava first. Plus she can use Doton, Katon and Suiton separately too.

The answer is no just because you have not seen her in action does not mean she is weak she has two kekegenkai's for gods sake the only person she has fought was madara and if yo do not recall everyone in that match is losing so how you can come up with an estimate of her power is beyond me
the tsuchikage,raikage and mei almost finished him off in the very beginning of the fight i suggest you go read it again it was when he threw up suusano
right after raikage knocked his block off he fell into her lava and came out wrapped in susano if it were any other shinobi he would of melted down to nothing

i didn't think she's weak...just hasn't performed well against madara, didn't show her skills...

but i think kishi didn't do that on purpose, i mean he has a lot going with this war, that's why i think he unintentionally cast a shadow om mei's character....

She has yet to do something amazing, like the other Kages have.

Tsuchikage defeated the Susano'os and went on par with a Kekkai Tota user.
Gaara defeated the 4th Kazekage and the 2nd Mizukage.
Tsunade broke Madara's Susano'o and has a powerful regeneration technique.
And as for the Raikage, he's just fast I guess. He's not that strong to me, but that's just my opinion.

Those are my opinions as to why she is regarded as a weak one, but I could be very well wrong.

theres no such thing as a weak kage or weakest kage. mei in particular is fairly specialised in her long range acid and water jutsus. if she goes to a battle itd need to be against someone who doesnt have a strong enough defence or alot of speed/taijutsu power. but some people shed definitely kill.
