He is boss. Tsukuyomi, totsuka, yata, and izanami are hard to counter for most of NV. It's just that Itachi has no place being ranked with the big dogs of NV right now.

Itachi killed the Uchihas, made Orochimaru run off crying like a *****, sealed Orochimaru with Totsuka instantly, beat Sasuke, got out of Jiraiyas toad belly, and a bunch of other stuff I'm too lazy to mention.
