Why do people think Hiruzen is the best?

I don't think he is the best, but i also don't think he is a ''fodder'' kage. I mean he was called the god of shinobi, maybe it was something else than pure strength that made people call him that, maybe he was just a master of shinobi combat, being able to use alot of diffrent jutsu? We still haven't seen alot of him, but from what we've seen, he is definatly a really strong character!

People praise him because of his hype of knowing thousands of jutsu, just like Kakashi, yet Hiruzen gets more hype.

And not to mention that he beat Hashirama, Tobirama and Orochimaru with Enma's help.
Hashirama and Tobirama were extremely fodder in that fight, they barely had any power.
Orochimaru barely fought, he just let Hashirama and Tobirama do everything so he could jump in when Hiruzen was beat down.

I do believe prime Hiruzen was strong, but not as strong as people think he is.
