Well seeing as how Tobirama tends to fight well with a team I would think he more likely then not would start off early using his Shadow clones and then slap an FTG seal on them. Because of this he most likely could blitz Hiruzen and save himself from fatal blow's by replacing himself with a clone.

True Earth > Water, but all tobirama has to do is attack hiruzen with water style where is is not expecting, before he could put the earth wall. Same for Tobirama, he just nee to avoid earth style attacks instead of trying to defend himself with water style.
Tobirama can ftg without seals. He just demonstrated this last chapter and databook supports it.
Tobirama shadow clones can use ftg to avoid attacks.

Hiruzen could use an earth wall to avoid water attack. Seal Edo, plus Citizen knows the difference between a shadow clone and the real person. Plus he's could track a person down

Hiruzen has the ability to use any Konoha technique. Going off that, he can use all 5 elements. We'll see what kind of feats that grants him in the next couple chapters, I guess. But as of right now, Tobirama is above Hiruzen.

If you add foot speed and ftg, we know that hiruzen will have hard time keeping up and blocking surprise attacks from tobirama. Shadow clones are perfect copy of the original, without dojutsu, i dont think hiruzen can distinguish the difference. Also tobiramas shadow clones can ftg and are very fast, that means hiruzen has to be defending himself against at least 2 or more clones from tobirama, and the original. I don't know what you mean by hiruzen could track a person down.

Citizen usually fights with a staff. He could block his attack but still take some damage. Plus Horizon could use shadow clone to and hide underground. Plus he got Emma with him

If he tries to block tobiramas attacks with his enma staff, the staff will be marked, and tobirama can ftg the staff away from Hiruzen. Enma can be defeated by tobiramas high pressurized suiton.
Besides, i don't think hiruzen can counter the infinite exploding edo tags that has a wide range and strong destructive power. Hiding underground won't do any good.

Citizen can counter the explosive tags by turning the ground to mud. If he use FTG on Emma and takes Horizon staff away he Enma can turn into a prison cell which is impossible to break
