While it is true that Naruto owned Toneri, you still have to remember that Naruto is a rikudou level opponent who would be able to match another rikudou level opponent such as Toneri. (rikudou level is just what I call characters who are anywhere from just slightly below juubi jinchuuriki level all the way to Kaguya level). Tenseigan chakara mode is not much different from rikudou sage mode in that it grants a chakara shroud, flight and truth seeking balls. By the time of The Last however, Naruto had already long possessed senjutsu, kcm, BM, BSM, RSM and experience against multiple users of the afforementioned powers that the tenseigan grants (the flight and truth seeking balls).
Therefore Naruto already knew the weaknesses of these powers from experience and he has had these powers himself for 2 years at the point of the movie. Meanwhile, Toneri has only had these powers for about a few minutes to an hour (he actually awakens the tenseigan on screen late in the movie). Basically, it was Naruto (an experienced veteran) vs. a novice! It makes sense that Naruto was able to beat Toneri without too much trouble.
You may argue that the tenseigan also grants gravitational powers, but Naruto has fought that too! Therefore he is still experienced in this field. You may also argue that Naruto didn't even go full rikudou mode, but here is the thing:
It wasn't needed. I don't know why, but for some reason you people act like it was just absolutely impossible for Naruto to train and get stronger to the point where he didn't need to use it very often after the war. No, it is always either, Toneri is fodder or Naruto lost RSM with a lot of you guys. You just refuse to acknowledge that he simply got stronger.
Additionally, Naruto doesn't actually have to be fully in rikudou mode to use rikudou power. Remember when he kicked Madara's truth seeking ball, blitzed Madara and then used lava style rasenshuriken? During that time, he only had RSM eyes activated (which are the same eyes as BSM, the mode he was in during the movie). If Naruto could use rikudou power in base mode (with just the eyes), then who is to say that he wasn't using rikudou power while in BSM (which has the same eyes)? He was flying after all, which would lend credibility to this conjecture. What I am getting at here is that Naruto may have actually been using more power than we think he was against Toneri. Even if Naruto wasn't using rikudou power against Toneri, BSM alone was already enough to give a juubi jinchuuriki (Obito) trouble even before meeting Hagoromo (and a juubi jinchuuriki would be stronger than a tenseigan chakara mode user). It makes sense then that Naruto was able to beat Toneri with relative ease. Therefore Toneri/Tenseigan are not weak. Naruto is just very strong and more experienced!
Also, name someone that was alive after the war (besides Naruto and Sasuke) that could beat Toneri. Keep in mind that (as I said before) tenseigan chakara mode ≈ rikudou sage mode. Toneri was even blew to bring down the moon and cut it in half. Who else besides rikudou level people could beat that?
