Why do people keep saying that alive Minato doesn't have KCM ?

Alive Minato only had ACCESS to KCM when he wa about to die and he felt the chakra was "bearing down on him" because it was so heavy. Regardless, KCM Minato not in his Edo form doesn't exist.

Minato had access to kcm as soon as he sealed the kyuubi, then died instantaneously from sealing that other half of the chakra.

Minato died with half the ninetailed chakra sealed inside of him.

-He died to gain access to it, its not like he got it and then died of a different cause.
