Why do people call Danzo Fodder?

But he was already relevant. Before the reveal of the Sharingarm, he was the leader of Root, old rival to Hiruzen, running like five plans in the shadows. He had taken the Hokage canidate position, was already stated to have been involved in the Uchiha Massacre...

And fighting wise? He could kick major ass with Wind Style. He was a member of the Nidaime Hokages squad, so he obviously has some techs.

If Tsunade can fight with only chakra enhanced strength and medical chakra, I'm sure Danzo can fight with only Wind Style, Baku, and paralyzingly seals.

He's not a fodder but with all that power he had he got trolled by a weakened Sasuke. KA is his best moved but once he uses it he losses to anyone who has good stamina.

Fodder is supposed to mean someone who is basically a generic character. If you have a name, congrats; you aren't fodder.

Fodde is the samurai Sasuke killed, or all the Iwa shinobi Minato killed.

People hate him, so they downplay his strength. What's ironic, is that if he's fodder, MS Sasuke was also fodder. Sasuke fell like 10 seconds after Danzō did...
